Evaluation of the Supplementary Programme for Schools

Since 2012, the GLA has operated Supplementary Programmes for Schools aimed at improving outcomes for disadvantaged young people in 15 London boroughs. SQW was appointed by the GLA to undertake a process, impact and economic evaluation of the scheme, examining the effectiveness of four different school-based interventions, delivered to an estimated 1800 young people. The longitudinal evaluation, which was commissioned in January 2013, was designed to address three principal aims, including:

  • to examine what could be learnt through the process and implementation of the Leadership Clubs initiative
  • to assess, as far as possible, the impact of the programme in supporting improvement in the behaviour and attainment of children and young people deemed at risk of disengaging from learning and reflect on what this can tell us about which approaches are most effective in meeting the needs of such pupils
  • to consider the value for money of the programme

To meet the aims of the evaluation, a mixed methods approach was adopted. The process evaluation involved interviews with 28 provider delivery staff, annual visits to 11 participating schools and an e-survey of, and catch-up calls with, school contract leads. The impact evaluation comprised baseline and trend analysis of pupil monitoring information and ten learner focus groups. The economic evaluation consisted of analysis of financial monitoring information.
