Measuring the Wellbeing Impacts of Supported Housing


SQW has been appointed by Homes England to scope out the different housing and client typologies associated with supported housing, and identify potential approaches to explore the wellbeing and fiscal impacts that are unlocked when delivering supported housing.

England’s supported housing landscape is complex, with numerous products available to meet the needs of disabled and vulnerable people. There is no legal or unambiguous definition of the level of care, support or supervision within Housing Benefit regulations, nor a clear articulation as to what constitutes care, support or supervision[1].

This study comes at a critical time in the provision of supported housing, with significant long-term challenges in sustaining the supply of supported housing (including rising costs, staff shortages and public funding pressures) plus numerous barriers in developing new provision[2]. There is also rising demand, with 86% of local authorities expecting demand to increase over the next five years[3].

SQW will be drawing and building on the existing evidence base to develop a wellbeing framework, scope out the different housing and client typologies associated with supported housing, and investigate options for primary research. SQW will be supported by Colin Warnock Associates, Imogen Blood and Dr Tessa Peasgood to deliver this important study.
