Stuart Wells

Associate Director

Stuart is an Associate Director at SQW who joined the company in 2021. Stuart specialises in the economics of place, with extensive experience leading research, business cases, evaluation and strategy projects across housing, regeneration and economic development.

He has a strong track record in delivering successful business cases for government funding and demonstrating the impact of housing and regeneration projects. He is a Better Business Cases Practitioner, and frequently prepares Green Book appraisals and Business Cases for a range of public sector clients. He is also experienced in turning data and qualitative findings into clear, actionable recommendations for policymakers. Recent work includes a new Economic Strategy for Oxfordshire, evidencing the economic geographies of the West Midlands and securing investment into Medway, the Isle of Wight and Fenland through successful business cases. 

Over a decade, Stuart has worked with central government departments, local authorities, combined authorities, and major delivery agencies to generate robust evidence and practical insights that inform policy and investment decisions. This has included work for Homes England, MHCLG, Defra, West Midlands Combined Authority and East Midlands Mayoral Combined Authority. Recently, Stuart has delivered a series of research projects for Homes England better evidencing the social impact of housing, including the wellbeing impacts associated with the delivery of social housing, housing for older people and supported housing.
