Development Appraisal of the Liverpool City Region's Devolved Strategic Investment Fund Contribution to the £1bn Paddington Village Innovation District in Liverpool's Knowledge Quarter

The Single Investment Fund (SIF), which brings together local and national funds secured through devolution, is an important economic development funding mechanism for the Liverpool City Region, and has been designed to address the City Region's key strategic priorities.

SQW was commissioned by Merseytravel on behalf of the Liverpool City Region Combined Authority to undertake robust Outline Business Case (OBC) and Full Business Case (FBC) appraisals of Phase 1 of the £1 billion Paddington Village innovation district development. The scheme, which complements the existing Liverpool Science Park, local NHS and higher education institution science assets in the Liverpool Knowledge Quarter, includes a new proton beam therapy centre, an international teaching and learning facility for Kaplan, a new HQ building for the Royal College of Physicians plus additional office, laboratory and hotel developments.

The appraisal work included reviewing the costs of the scheme, conducting a land and property report for the site and assessing the scheme's value for money in line with HM Treasury Green Book guidance.
