Using an Assessment of 'Complicated' and 'Complex' Characteristics to Determine Evaluation Design of Innovation Policies


SQW Director Jonathan Cook gave a presentation at Open Evaluation 2016 in Vienna, the largest conference in Europe dedicated to the evaluation of research, technology and innovation policies. Jonathan's presentation drew on a range of work undertaken by SQW on evaluating industrial strategy interventions and investments in innovation infrastructure to examine how the 'complicated' and 'complex' characteristics of policies and programmes can be used to inform evaluation design.

The presentation highlighted the need for evaluators to draw on a mixture of methods, which can include quantitative and qualitative approaches, and the need for careful development and refinement of the intervention logic for policies and programmes.
