SQW appointed to evaluate the Start Up Loans Programme


The British Business Bank has commissioned SQW, working with BMG Research, to undertake a longitudinal evaluation of the Start Up Loans programme over the 2014-2018 period.

The British Business Bank is a development bank which is wholly owned by the UK Government. It provides its financial support to smaller businesses through its intermediaries, including the Start Up Loans Company.

The Start Up Loans Programme is a major UK-wide initiative that provides loans and mentoring support through a devolved network of delivery partners to individuals of all ages looking to start-up a business, or to develop an early stage business that has been established for under a year.

The evaluation of the Start Up Loans Programme will involve a quasi-experimental approach, comparing the business and individual outcomes of programme beneficiaries with a comparison group of similar entrepreneurial individuals that have not received Start Up Loans support – the comparison group will be identified through primary research led by Aston University, drawing on the UK Global Entrepreneurship Monitor. The evaluation will also include regular engagement with programme delivery partners, consultations with stakeholders in the fields of enterprise and access to finance, and a series of in-depth case studies.
